The Ministry of Bulgarian Health is responsible for the development of Bulgarian health policy, Bulgarian health legislation and the planning of Bulgarian health services. The Ministry of Bulgarian Health is supported in its health planning function by the medical universities, the Higher Medical Council and the National Association of Hospitals. The Ministry of Bulgarian Health has 28 regional centres which collect Bulgarian health related data on behalf of the National Bulgarian HealthInformation Centre. These regional Bulgarianhealthcentres also have a role in implementing national policy and ensuring communication between local and centralauthorities. Regulation of the Bulgarianhealth sector is not strong since standards and regulatory means have not been established.

A National BulgarianHealthStrategy was produced by the the Ministry of BulgarianHealth in 2001.

The Ministry of BulgarianHealth is preparing a new health policy document and an action plan for implementation.

The Ministry of BulgarianHealth directly manages its national agencies. Ministry of BulgarianHealth administers other services through its 28 regional Bulgarianhealth centres and through hospital directors appointed by the regional centres in cooperation with the municipalities. The municipalities, as the owners of most healthfacilities, have yet to develop capacity to manage the Bulgarianhealth reform process. Managers of Bulgarianhealth facilities have little financial discretion since budgetary allocations from the municipalities are earmarked for specific purposes. The 1999 Law on BulgarianHealth-Care Institutions allows them to convert themselves into legally and financially self-governing entities with managerial autonomy. The BulgarianHealth Insurance Fund, when fully functioning, should alsoprovide new planning and regulatory levers.

How can I receive medical help within the scope of the public Bulgarian health insurance in case of a temporary stay on the territory of Bulgaria?

The Bulgarian health insurance system and all relevant social relations were introduced in 1998, as the Bulgarian Parliament adopted the Bulgarian Health Insurance Act. The Bulgarian Health Insurance Act is the legal basis for changing the Bulgarian healthcare system and for the introduction of both compulsory and voluntary Bulgarian health insurance in the country.

The Bulgarian Health Insurance Act established the National Bulgarian Health Insurance Fund as a public organization and set forth principles defining the relationship between the National Bulgarian Health Insurance Fund and the Bulgarian health care providers. The National Bulgarian Health Insurance Fund is responsible for the development, operation and management of the compulsory Bulgarian health insurance scheme.

The compulsory Bulgarian health insurance is a system for social health protection of the population, which guarantees a package of health-related services, and is administered by the National Bulgarian Health Insurance Fund and carried out by its territorial divisions - the 28 Regional Bulgarian Health Insurance Funds. The voluntary Bulgarian health insurance is optional and is carried out by shareholder companies, registered according to the Commercial Law.

The Bulgarian Health Insurance Act also regulates the signing of the National Framework Contract between by the National Bulgarian Health Insurance Fund and the professional associations of the Bulgarian health care providers - doctors and dentists. The National Framework Contract provides for the parameters and procedures related to the functioning of the Bulgarian health insurance system as a whole.
